When Ariel tells Prospero that if he saw his enemies imprisoned in the grove and spellbound his affections would become tender, and Prospero asks, "Dost thou think so, spirit?", this is Ariel’s bitter response. Ariel is being critical of his master’s lack of humanity here, as Prospero has been putting off giving Ariel his promised freedom.
