Macbeth, Act 2, Scene 1. This quote comes the end of a long soliloquy in which a conflicted Macbeth debates with himself over whether he can go through with the gruesome act of regicide. He realizes that the time for talking is over, and it is time to act. Too much talking about the murder cools the courage to carry it out, he decides.
