The Odyssey, Book 17, lines 396-399. Athena instructs Odysseus to beg for scraps of food from all the suitors, and test for their guilt or innocence. But the merciless Athena, who hates the way the suitors have plagued Penelope, intends death for the innocent as well as the evil ones. The gods have decreed that all must die.
